BLT Top if the world balcony open

I know top of the would lounge isn’t open yet, but I was wondering if the balcony area is accessible. We are thinking of staying in April having visited the lounge in the past we found it so amazing to just look at all the views of the Orlando area from up there. So despite no fireworks it is still a beautiful view.

It could be a real liability for Disney to leave an unobserved area that is high and open to guests. Worse than leaving a pool open after 11PM without a lifeguard.

I was at BLT in mid August. Elevators did not go to that floor so i doubt that you can request a CM to open access.

My guess is that even those units on 16 are currently "last to be assigned and only if strictly necessary."
