The birthday celebration ticket is for one park only. I know you can upgrade to an AP, so perhaps you can also upgrade to a 2-park ticket. Maybe someone here knows more.

Since they say that "select" places at DLR will accept the fun card, I would say that the only places you might be able to use the card in DTD is at WoD & Marceline's Confectionary.
You can upgrade the Birthday Ticket to a ParkHopper, but you would be responsible for paying the difference, which would be $25 for both children and adults. Just visit City Hall in Disneyland Park, the Guest Relations Lobby in Disney's California Adventure Park, or the Guest Relations Window in the Esplanade.
Just like the ticket, and all DLR tickets, it is non-transferable and can only be used by the person it was issued to.
