Can someone explain how the Bing rebates work?

I will attempt to explain this although I am no expert, but have had experience. Go to www.bing.com and search for whatever you are lookining for. For example search wii. You will come to a page with different websites on it. For example ebay. Click on the link of the store you want to shop at and when your page comes up make sure you have the green discount tag at the top of the page. (currently 8% on ebay). When I do the buy it now and pay with paypal, microsoft immediately credits my paypal account the savings. It has worked perfect every time with me.

Thank you! Another question, was that I thought I read somewhere about needing to have $5.00 in an account? I didn't understand that.
