BIbbidi Bobbidi Cancellations

I have a disney springs BBB reservation three weeks away. Has anyone had any luck with MK BBB cancellations three weeks or less out? I would prefer the MK location and I keep calling and spending a lot of time on hold and wanted to see if anyone ever had luck with cancellations or should I give up? Or should I just wait until a week before to see?

What's the latest you can cancel without penalty? I'd concentrate on calling that day.
