The cheapest prices are when the cruise is made available to book, so about 18 months in advance. The prices go up as the cruise fills up. If a cruise is not full to
DCL's satisfaction at some point, usually just after the pay-in-full date but sometimes earlier, they release deals for specific cruises. For the general public, those are *GT rates, or "run-of-the-ship", meaning you pick a type of room (inside, outside or balcony) and DCL assigns the room. Those bookings need to be immediately paid in full and cannot be cancelled or modified.
They also release FL rates for specific cruises around the same time, which they announce as a 35% saving. You can look up the current cruises included here :

You'll notice, for most of the cruises, only one category of stateroom is included, 7A. Those are balcony staterooms with Navigator verandahs, which offer a closed balcony with metal walls instead of glass and obstructed views.
On DCL, special rates are offered to fill the last available rooms. When things are running normally - meaning outside of COVID - they have little difficulty filling the ships and therefore they never offer discounts that apply to any cruise and/or category, unlike other cruise lines that have massive fleets to fill each week.
