DH and I were there in September, and we always saw Donald outside "Who Wants to be a Millionaire" at MGM. He has a trailer there and it is an awesome place to get a great picture of Donald!!!!!

If you can get an 8 am ADR and get out of bed for it - you get in to AK before other guests (use the back door)
If you don't want to pay for the character breakfast, you can usually find him in a couple of other places around the parks. We usually see him in front of the Animal Kingdom in the afternoons, or in his place at Camp Minnie Mickey near the Festival of the Lion King. He's usually on the character bus at Epcot that drops characters off near the Leave A Legacy Tiles just inside the front gates, and he's also usually one of the characters that greet folks near the front of Cinderella's Castle in the Magic Kingdom.
We've had the most success at the Animal Kingdom, but any of the other locations are pretty safe bets as well.

When we saw Donald in MGM, there wasn't a crowd around (actually there was no one else on the entire street) and he had a great time playing with our kids. I guess his anger management classes paid off because he was quite calm the entire time and very sweet.
I've met Donald twice. The first time was at MK (in 2003), in front of the castle. I saw him there at the same spot the following year, but we didn't go meet him that time. I saw him last week as well, but that was during the MNSSHP and he was on his boat, I know that's not a regular meeting spot for him.
