Best place to meet Goofy that isn't paid

Would like to meet Goofy and get a signed photo autograph. Is there someplace that I can do that? I will bring the photograph. We already have Topolino's and Storybook dining booked so I do not want another character meal. A friend I'm traveling with does have a Disney visa so would that allow me (with her) into the Disney visa meet and greet at Epcot? If yes, is that the best option and is it likely that Goofy will be there? Also can a character sign a photograph of themselves if I bring it? Do I also need to bring a sharpie?

There are several spots to meet Goofy - you can go to Storybook Circus in the Sideshow tent or the Mickey and Freinds meet at Epcot (in the Communicore Hall building I believe). I have seen Goofy and Max sometimes outside the Tower of Terror while in line, but they really just wave and such, it's not a real meet & greet. There might be others, but he's definitely around.

Goofy and Max were out greeting people all day at DHS along the wall before you enter Galaxy's Edge (across from where Muppets used to be). No idea about signing.
