MK: in Liberty Square, there are some rocking chairs on the porch outside of the Hall of Presidents. (BTW, this is my second favorite chill spot, especially for parades, since it's elevated so you can see above the crowds, but also shaded from the sun/rain). I hardly ever see anyone sitting in them, but rest assured, it's allowed.
Also in Liberty Square are the rocking chairs just outside Yankee Trader Shop.
And if you don't mind being near smokers & service animal potty area, there's a few rocking chairs under the covered smoking area adjacent to BTMRR.
Speaking of Frontierland, there's also rocking chairs near Country Bear Jamboree, but this area sees more foot traffic & noise, so it's not usually my number 1 pick.
And lastly, my absolute favorite quiet spot is the upper level of Columbia Harbor House, which is the pass-through from Fantasyland to Liberty Square. It's so quiet and peaceful up there, especially compared to the hustle & bustle downstairs. Not sure about getting a stroller up there, though.
