Best park for Halloween without MNSSHP

We will be at WDW on Halloween. We attended the MNSSHP last Sept and didn't think it was worth it to do it again. However, we are surprising the kids with this trip and I don't want them to be disappointed that they don't get to trick or treat. Does anyone have a reccomendation on what park we should go to Halloween Day that would be a good alternative. I also heard that sometimes resorts do special things on Halloween. We are stay at POR. Fort Wilderness has lots of things planned for Halloween and from reading the DIS boards many camping guest are planning to decorate & to give out treats to the kids. But remember these people will be total strangers to you.
