Ideas for best indoor CS at DHS & Epcot?

Indoor CS at DHS is few and far between. Backlot Express has some indoor and ABC Commissary has indoor. "Best" is based on your particular taste for their menu. We like Backlot, but to each their own.

Forgot to add EPCOT....I'd say America or Sunshine Seasons is your best bet. We love the new America BBQ menu.

Epcot - Sunshine Seasons / Bakery area in France

DHS - limited indoor CS options, and current CS options have very limited menus. I'd look at the menus and choose the ones that fit your tastes.

EPCOT: the QS at the Japan Pavilion has seating inside and outdoors and is rarely full. Excellent tempura and soups.

HS: ABC Commissary has tons of A/Cd seating and a decent menu.

At HS, you can sit inside at Docking Bay 7. It's my favorite, good food and really good theming.

For France, Les Halles in France is great though indoor seating is a bit limited. At HS, I agree with ABC Commissary. The food has improved there lately.
