Best Craft Scissors? Custom Punch?

I am making crafts that involve cutting A LOT! It's usually a medium weight cardstock, so I'm looking for some really good scissors that stay sharp and cut well. Anyone have a brand/type that they love??

Also, is it possible to have a custom punch made? I need an oval shape in a particular size, so it's not something standard you'd find at a store. I don't even know if a custom punch would be a possibilty or even cost-effective, but I would just like to look into the possibilities instead of cutting by hand.
