That doesn't sound like bait and switch, just a really bad salesman. Bait and switch would be advertising a lower rate to get you into the store, then only offering the higher priced plan. In this case, you weren't lured to the store with a false claim. You were just subject to a really bad salesman. Although I agree the whole phone buying process seems ridiculously long. I don't understand why it takes 45 minutes. I've bought cars faster than I have some phones.
Use whatever term you wish to use - "bait and switch" (I was given a written quote that was then not implemented and I would have been required to pay more - I was lured back with a false quote) or "really bad salesman". It doesn't matter - the damage was done. I left with a really bad opinion of Verizon.

My whole extended family is on Verizon but most of us are planning to switch when our contracts are up because of "bait and switch" tactics, "poor salesmen" and just plain unwillingness to listen to customers and cater to their needs.
