I have this awesome, fantastic idea! 
I got the idea when my then 18 yr old daughter dressed up as Jasmine for her Band Banquet when they did Alladdin years ago. She looked so much like her I wanted to move to FL so she could work there.
Wouldn't it be neat if say a few people a day could be chosen to dress up as a character & walk or stand on a float in one of the parades? I'd love to dress up as one of the evil queens & stand on a float waving.
Granted you'd have to look the part like Disney makes sure all the Princesses are young & very much like their character. But there are plenty of others that wear head gear or better yet, I'll help carry the banner
Really how much experiance would be needed? Precautions would have to be taken of course & a waiver to be signed but I'd do it.
