The location is pretty much the same; they are kind of across one another in the EPCOT resort loop (i.e., Swan, Dolphin, BW, BC, YC). We have stayed at the Swan, with the government rate. It's a very nice resort, with lots of amenities and restaurants. I personally did not like the deocr when we stayed a year ago, but I have seen pictures of the remodeled rooms and they are gorgeous! The pool is shared with the Dolphin, and although it is large, it is nothing spectacular as far as pools go. Also, the pool water temp is cooler than the pools at WDW owned resorts (in fact, chilly if you ask me).
That said, if you can get BCV at the same rate I think you should snatch it, especially if you can get under $10/point for the rental (and you must be able to to get each resort for the same price).We would love to stay there, and would have rented points from a DVC member for our upcoming May trip, but the transaction fell through due to lack of availability for the time we will be in WDW. With BCV you will get Stormalong Bay (the best pool in WDW IMHO), and you will get a kitchen (or a mini one with a studio) which gives you a little more flexibility. I think the decor in the villas is beautiful. Also, since you can get BCV w/daily maid service for the same price as the Swan, you are not giving anything up there.
Both resorts will get you with in walking distance to each other, and to all of the great restaurants and night life of the Boardwalk.
