I just added 25 points for a DEC UY at BCV. The CM told me they had 88 points available prior to that, so if you're looking for 25 points at BCV, it might be worth giving your CM a call.
 
I bought 50 yesterday with a February use year. Transaction was super fast and in my account this morning.
 
It's always "available". It just depends on what unit # you own in and what they've bought back recently. For some reason, DVD made it a policy in the late 90's that they would only sell addons to existing owners in the same residential unit. I don't know enough about the law, taxes, etc. to understand why, but it's how they do it.

If this is a DVD policy, then DVD hasn't followed this policy for many, many years. DVD has routinely sold add-on deeds from Residential Units other than the member's original Residential Unit. It all depends on what DVD has available to sell.

Each Residential Use Year is assigned to one, and only one, Use Year. All DVC points allotted to the Residential Unit will have the same Use Year. Once assigned to a Use Year, the Use Year never changes for the life of the Condominium Association.

Not sure that is true. I didn't previously own at BCV, so it would be impossible to match the unit # for me.

Well that would be different since you're a new buyer :) If you add on again direct, they'll match the unit # to the one you just bought.

I was under the impression that the policy is the exact opposite of what you describe. They don't want people to own multiple contracts in the same unit. There seems to be some legal president that those contacts could be combined or otherwise leveraged to control a particular unit.

I also don't believe that is correct. In 2009 and 2010 we did 3 different small add on's to 3 different resorts we already owned and none of them were the same unit.

They will only sell add-ons with the same UY as the other contract(s) in your membership but those contracts could be tied to different residential units. I wasn't on the DVC boards back in the 90s so I don't know how things worked back then but it doesn't work that way now.

The declarations are very specific that only DVD can combine points; individuals cannot combine points from multiple deeds. Furthermore, there no advantage an individual would gain in owning a majority of points in a Unit. In fact, given that DVD limits ownership in a single DVC resort to 4,000 points (or is it now up to 5,000 points?), its impossible for an individual to "gain control" of a Unit. The smallest Units at PVB have 39,448 points; BLT is at 19,640 points; and VGF is at 46,840 points. Even if someone had 4,000 or 5,000 points in a single Unit, they would be far short of a majority.

You are correct. Add-on purchases have to be in the same Use Year as the other deed(s) in a member's account. If a BLT owner with a February Use Year wanted to add on more points at BLT, then those points could come from any of the 81 Residential Units at BLT that have been allotted to the February Use Year.
