How is anyone supposed to know that before it's released?

I believe they were excluded from several discounts last year.

Bay Lake Tower was not excluded from general public free dining in prior years but the availabilty was very limited. To know for sure you'd have to wait until the promotion is released.

Looks like they were excluded in room offers last year. Not sure if it was all, but I found the email for summer and it was excluded.
