Are there any at Disney world restaurants or are they dangerous for children, disable, or elderly?

There are some, but you'd never be forced to sit at one if you weren't comfortable with it.

In my opinion, the worst seating at a Disney restaurant is at Docking Bay 7, where most of the seats are barrels with no back.

As for dangerous, that would seem to me to depend on the individual's age and condition.

Yes, there are some. If you think they might be dangerous, don't sit there
