There is apparently a timetable that one must follow in order to bank points into the next use year. The later you wait, the less points you can bank, right?

Does this also apply to borrowing points? Is there a timetable? My use year is December

Borrowing.....you can borrow any number of points but if they are not used you can not bank them or put them back into their original UY.

Banking......the old rules were as time progress passed your banking window you would be able to bank less. Now you have a one shot deal. Having a December UY may put you where you will have to bank 100% of your points by the end of July. Someone help me out here if I'm off by a month.
 
Above correct, you can now bank any or all of your points on or before the end of the eighth month of your use year and nothing thereafter. In counting to 8 include the first month. Thus, Dec use year results in a July 31 end date for banking. Borrowing is only done when you need to at time you call to make a reservation and there is no rule that limits it to any particular months like banking.
