Does anyone know why the Loew's hotels at Universal do not have any balconies?

I have a room at PBH actually three rooms and two of them are del pool view with balconies.

They do!
Although most of the rooms with Portofino are smoking rooms that have balconies.
It doesn't look like RP has any.
