Balance Transfer - .99%?

Going through the junk mail yesterday - saw an offer to transfer balances to my FNBO Visa at a rate of .99% A.P.R. - I'm assuming they mean .099 or .0099 - not .99?, wouldn't that be 99% interest? or am I just missing my decimals? Just struck me as weird.

.99% would be just below 1% APR.

They just left out the 0.99% since it was already converted to a percentage there is no moving of the decimal.
