I need help figuring out when I would interact with baggage handlers and need to tip. We are DME from flight to hotel, and allowing Disney to deliver our bags to our rooms. We have two on-site hotel transfers during this trip, on day 4 and day 7. We plan to pack our bags and leave them on the bed for baggage handlers to pick up and deliver to the next resort. Do I just leave the money in an envelope with the luggage? Do we tip on both ends (pick up and delivery)?

AFAIK that's not possible. You have to give them your luggage. Either they come to the room while you're there or you bring it down to Bell Services.

Oh! I completely misunderstood an article I read online. I thought you called down to let them know you are leaving the room and bags are ready. So, I guess I can just give it to them when we drop the bags at bells services.
 

I tip $1/bag to everyone who touches my bag. So in your example, if you take bags to be put under the DME bus I tip the DME driver. Then both drop off and pick up for your transfers.
 
Tipping both end is customary. We tip twice when escorted by Bell Services from the resort check-in to our room (because it's like if we handed our bags, and later got them delivered).

As previously said, you must be there everytime someone touches a bag, so you won't have to worry about leaving an envelope. They made it very clear when you call Bell Services to arrange pick-up that you need to actually stay in your room.

We're having luggage transferred on our next trip. If we plan on spending the day at the parks, can we just go to bell service when we get in and ask for the luggage to be delivered to our room?

Yes. But know that baggage transfers are done once a day in the mid to late afternoon, no matter how early you leave your luggage with Bell Services. Luggage is usually not available until 4or5 or later.

You have to be in person to give or recieve your luggage to bell services. The only time you don't have to be in person is when they deliver your luggage from DME. I tip $1 a bag ($2 if it's heavy and bulky) each time I interact with bell services.
