bagel snack question

I noticed that a bagel is a snack option at DTD but not at the Coronado. Are items classified as snacks or not depending on the site the item is offered?

All Coronado Springs food service is operated by an outside vendor and not by Disney. Coronado tends to have different spins on the dining plans because of this. As with all dining locations, even Disney owned ones, entitlements can change from time to time, and some change more often than others.

FWIW, I got a breakfast bagel a few times with a snack credit at Pepper Market in Dec. 2010, might have changed by now. We've stayed ar CSR several times and found sometimes items are allowed and on another trip they are not.
