Yes, a bagel is a snack credit. I would assume there is cream cheese available but I can't say for sure. I would hope they wouldn't charge another snack credit for it like they do with cereal with milk (each one is one credit).

I just checked on my 2012 Confirmed snacks thread and I do show Bagel and cream cheese as a SC item at many of the resorts. So, unless they have made a change recently you can get a bagel with cream cheese for 1 SC.
