I'm not likely to be able to go on this tour till September 2012 at the earliest (i'm praying they're still running the tour next year). I know actual dates/times are likely to change espicially this far out but in general what does Disney show the fireworks etc every night (weather dependant)?
Also I have read about Mickey's Not So Scary Halloween Party, are these held on the same dates every year?

Yes, Disneyland and WDW have fireworks every night weather permitting. The Halloween party goes on special dates I believe in the month of October. You have to book early since they fill up fast. We have not done the Halloween party but we have done the Christmas one in WDW.
