Avis Preferred, skip the counter?

I signed up for Avis Preferred, which should allow me to skip the counter and go directly to the garage. I booked an Avis mini van thru Costco. I went into Avis and found the reservation and did the Digital Check-in. It came back and told me to go to the counter to get my keys. Is this the counter in the terminal or in the garage?

Have used Avis Preferred for several years and always able to go directly to my car without standing in any lines. I believe you have to go to the counter for them to verify/input driver's ID information the first time using that service. They check to make sure you have a valid/non-expired driver's license and the name on the reservation matches your ID. I don't recall if MCO has one of those outdoor counters like some other airports. Also haven't flown since covid, so not sure if anything might have changed due to that.

We've used Avis Preferred at MCO many times. Typically it is the counter in the garage. I've never seen more than 2 people in line (YMMV). There is a large driver status sign board across from the counter.
