How cool is it, about the 3rd week of December? Will I need more pants, than shorts? Will it be too cool for a water park?

December is the most unpredictable month! We have been there when it was high 80's and another time when we needed winter coats and gloves. We always pack for all seasons when we go in December. I havent visited any water parks in Dec. but we have used the pool.
