You need to have 10 posts (on any forum) and then you'll be able to add an avatar to your profile. You can go to the Test Board and just post another 5 times if you'd like.

Sorry! I should have also mentioned that it takes about 30-60 minutes after the 10th post for the system to unlock. It is on your Profile -- click on your username in the upper-right of the page, then click on Avatar. Hang in there are few more minutes, or try next time you log-in.
