Avatar Editing

I am trying to find a good avatar editing place. You know ones where you could add text, glitter, ext.

Any image editing program can create/modify an avatar for you, even paint. If you want animation that will require a more complex program like Photoshop Elements or Ulead's GIF Animator. If it's for use on this board you won't be able to get very complex as the size limit is less than 4K. Animations can get big quick!
