Has anyone noticed that on Kali River Rapids in AK that it seems that the Fastpass and Regular lines merge together near the end and there is no control in place

I rode Kali in the morning - no FP required (March 11/03). Obtained an FP later in the day for a 12:35-1:35 return - in the interim rode more rides and sent DW and DS off back to the hotel for a nap and swim and went back into AK

Went to use the FP line at Kali after 12:35 and noticed there were a number of places where the rope line had openings and thought nothing of it. Then when I got to the end of the FP line it merged with the Stand By line - no CM there to ensure I had an FP or anything.

Not that I did it and not that I would but it struck me at the time that people without an FP could have used the FP line.

I thought that was odd especially since I did not see this type of situation again on any other of the FP rides at WDW.

When I was there a few weeks ago, I noticed no problems with the line at Kali. It's true there are breaks in the line where one could cross, but since there was always a cast member at the head of the FP line collecting fastpasses, it wouldn't do you any good to cut into the FP line unless you had a FP.

It's possible that you arrived at a time when the wait was so low that the FP line was not being enforced. I'm not sure of the mechanics of this, but I believe that attractions will only give out fastpasses if the standby wait is longer than a certain time (say like 5 minutes). Perhaps when you arrived, the wait at Kali was so short that Fastpasses were no longer being given out - and since the wait was so short, there was no need to run the FP line and have a cast member stationed there. Still, I've never seen this in practice; every FP attraction I've been at has always had an attendant to collect the passes (then again, I've never done a FP attraction that wasn't at least somewhat busy).
 
It may not be perfect but they manage... I'd rather get in the Fastpass lane than stand in that hideous line from the start, nevertheless! You still save a lot of time

This isn't quite correct. You can get a fastpass anytime, even first thing in the morning, if the machines are operating. Some days, when attendance is very light, they may not open the machines at all, or they may close them down at some point during the day. The machines will be covered up if this happens. They don't open and close the machines through the course of the day based upon line length at any particular time.

More likely, the stand-by line had no wait, so they didn't worry about checking FPs at the loading area.
