As Arrogant as Ward Cleaver

Someone on another thread made this statement and I didn't want to hijack that thread several pages later to ask, but...

What on earth does this mean?? Is this a slang term that I'm just unfamiliar with?? (I know who Ward Cleaver is, of course, but this is just so odd sounding...plus, I never found him arrogant).

I had it a little wrong in my OP, but the sentiment is the same and I still don't get it.

Someone was saying (at least I interpreted) they didn't think Kerry was arrogant. When comparing Kerry to Ward, ... hope this clears it up!!!
