Arriving at the port - time question

What is the earliest you can arrive at the port? What time are you allowed in? We are usually there around 11am or so, but I was curious what time it actually "opened".

It usually opens at around 10:30am. We usually get there at around 11:00 and are among the first 20-30 in line.
