We will be going June 25th-June 29th. Staying offsite because we are taking three teenagers and would need two rooms. Tooooo expensive.

We are planning to wait until evening to see Harry Potter, so we're wondering what time we should plan on arriving in the morning. We would still like to start touring ASAP when the gates open.

Not sure how much traffic backs up this time of year. Will it take 10-20-30-40 minutes to get to the gate after arriving at the parking garage.

The parking garage is a good walking distance from Citywalk where it takes you to. From Citywalk, you are only a short walk either left or right from the different parks. It has been a LONG time since I was in the parking garage, but I would guess that it takes about 10-15 minutes from the time you get out of your car until you reach the gate and maybe longer.

Since you are staying offsite, IOA will have already been open for an hour to hotel guests. However, you said that you want to do HP at night, which is my favorite time to see it! So, I would arrive at IOA gates open and make a left once you get into the main area of the park to do things like Hulk and Spiderman. Same thing goes for the Studios. Get there when it opens to make the most of your time in the parks.

As far as what time to arrive, I would plan on getting to the parking garage around 7:00-7:15 if you want to go to IOA since it opens to everybody at 8am. If you are going to do Studios, I would arrive around 8:00-8:15. This will allow you time to find a parking space and get to the parks with about 20 extra minutes incase of high traffic or something else that could slow you down.

Or Starbucks if you're like me that time of day. ;)
 
Who says you can't have your coffee and eat it too? and by it I mean cinnabon... I wouldnt recommend eating coffee.
The trouble is that I only drink tea. :confused3 I do love the smell of cinnabon as we hurry by though. :)
