Can anyone advise on the best time to arrive at the port to minimize the wait time to boarding? Some people arrive when the port opens at 10:30 am and so are the first few people in line. However, they still have wait approximately 2 hours to board. People arriving later are further and further back in line until boarding begins.

Does the line diminish after boarding begins or do the people arrive steadily and keep the line long?

I don't need to rush onboard to make reservations so I just want to minimize the time I have to keep 2 little ones entertained in line.

If you want the shortest wait, arrive AFTER boarding begins. The boarding line moves pretty quickly and you may very well just walk on the ship after checking in. The check-in lines should be much shorter too.

The trade-off is you would have to rush a little to get to the reservation lines, but since you said you don't need to do that then that is not a worry for you. :)
