Thankfully the lockers are to the right of the queue entrance (not partway in like Forbidden Journey.) they are between the Gringott's entrance and the wiseacres shop. Amusingly, the time limit on free lockers the last few days has been eight hours.

Be careful not to fall into the same trap I did, the lockers were free for 45 mins and the queue for dragon challenge was 5 mins so we rode it twice then went back for my bag 30 mins later and it said time up please pay $3 to unlock but my money was inside! So I had to ask to have it unlocked and then had to do a lot of sweet talking to get out of paying

The locker time is based on ONE TIME wait thru the ride. The locker time is based on the ride wait time when you first use the locker.

That means if you want to ride again you need to get off and redo the locker.

They have no idea you rode twice, got some butter beer , had lunch, etc. this way the people wanting to ride have a locker turned over from a previous rider.
