Are tickets discounted when you book online with WDW

I feel like the tickets are less money when you go to the WDW webpage to book a vacation. It said a 2 day base apss for 2 aduts and 1 child 3-9 would be 353.00. If I look at mousesavers they say the ticket prices are 397 for the 3 of us. I am confused. My aaa agent said tickets are never discounted as did the CM at disney when I inquired about adding on tickets to make a package or just buying them at the hotel. the cm said to just buy them at the hotel.
Anyone ahve any info on this?

I've always been told that the tickets are a bit less expensive if you order them (and pay for them) ahead of time. I usually order them the week we are going, and tell them that we would like to pick them up at the hotel. I think it was roughly $10-$20 less per ticket if I ordered ahead of time. I ordered them through the same CRO phone number where I booked our room-only reservation. It doesn't change the reservation to a package.
 
The first price you see on the Disney site does not include tax. You have to go to the "purchase" screen to see the total with tax, that may be where the difference is

The total with the tax for 2 adult, one child 2 day base ticket is $398.31 based on the disney site for purchasing tickets. There aren't any discounts, when purchasing them in advance, for tickets less then 4 day park hoppers
