Are there ever any FP tickets available after 4 at Epcot?

Even in the offseason? I'm considering an Epcot after 4 pass but it might be a bummer if can't ever get on Soaring or TT w/o a long wait.
 
When I went in Jan/05 there was no problem ever getting fastpasses. I've been to DisneyWorld and Disneyland many times in the offseason and I've never seen fastpasses sold out.

It's quite possible in the off-season to get FP in the afternoon on these rides.
I did it this year (for Soarin' anyway, TT was in rehab.)

So yes, it all depends on the time of year, and the attendance in the park on the day(s) you are there.
 
As rule I would tell you that it's going to be hard to get a FP that late in the day. However, you did not give any dates when your going. If your going in really off season like September ETC. I would say the waits will be fairly low.
 

Even in the off season I have had trouble getting Soarin FP late in the day, TT has been easier, and MS is not a problem. The biggest thing you will find is that FW is only open a couple of hours once you enter.
 
The hardest one to get will be for Soarin' but if you can't get a fastpass then you can always jump into the standby line and get fast passes for the other.... mission space should not be a problem at all. When we go in Sept I have never waited more than 10 min for Soarin standby so you may not even need fastpasses.
 
We had the epcot after 4 passes, just before they opened soarin'. The only way we ever rode test track was single rider. Now that soarin' is open it might take some away from test track. We went a lot on that pass, during lots of diffrent seasons, and always fastpasses were all given out for the day by 4. We did see illuminations on the 4th of july that year. ( we always get season passes and are blocked out otherwise) It's a good pass, Epcot has the festivals so if you like that stuff you can always just go for the diffrent events and concerts.

While the general info is that FW closes at 7pm, the major attractions of Soarin' M:S, Test Track and Space Ship Earth stay open until 9pm.

Plus, on EMH nights, many of the FW attractions simply stay open continuously thru the conclusion of EMH.
