Are the Polynesian Villas really that noisy?

Unless you get a full unit (like a 2BR), every DVC room is potentially noisy because of the door separating lock offs.
Dedicated 1BR and studios are a small minority or DVC rooms and some resorts don't have any at all. The door separating the studio and the 1BR of a lockoff unit or the two adjoining studios at Poly will do very little to keep your neighbours noises away.

I haven't seen the app, but can't a smart phone be plugged in and accomplish the same thing?

Maybe. I travel a lot, so I appreciate a consistent noise wherever I am that I can just leave on and don't have to think about.

Yes. I do this a lot when sleeping. I have a white noise app. You can also just find White-noise tracks in most of the app stores or music services. It has the same effect as a white noise machine.

The white noise app has different things like "white noise" "pink noise" "brown noise" etc... not sure what the colors mean, but they are different variations of the same thing that seem to block out different kinds of sounds. White noise is a bit higher pitched than pink noise which is higher pitched than brown noise.

Personally, I find that the lower the pitch of the noise the easier it is for me to "forget it's there" and stop hearing it...but it becomes a little less effective at blocking out other sounds. In most cases a brown noise at the middle volume of my phone works very well at everything normal out...boat sounds, kids running down the hall, etc. Switch to Pink noise if there's a noisy neighbor, or white noise if that noisy neighbor is a screaming baby.

We have stayed three times in lake view rooms--twice on 3rd floor, once on first floor. This last trip (COVID, 8/20) the boats were on limited hours so the horns were really not an issue. But the previous times we heard boat horns and even the train whistle at MK (which isn't running now). For me it is part of the charm, but we always sleep very soundly at MK (60000 steps in 3 days this last trip) and it doesn't bother us.

We always stayed in Moorea with a lake view and the boat noise didn't bother us. Maybe it's because whenever we heard it, it meant we were at WDW and the excitement and magic of it all drowned out the noise.

I haven't stayed at Poly since Dec 2016, room 2903 or 2904 I think. I didn't find it more noisy than other DVC resorts. BWV is terrible in the inside halls----people yelling back and forth, kids running ahead, parents yelling to them, etc. The halls are so long, and people don't use their indoor voices at all, they don't even think about other people being around. Any room can have really loud neighbors, people arguing, parents yelling at kids, kids crying or fussing, people hanging out on the balconies drinking and "dropping the F bomb" as stated above. And any room near a pool or near a walkway to anything--the elevator, the boat, the bus, the main bldg, a restaurant, etc, will have people passing by talking in loud voices, oblivious to anyone or anything around them. Noise is inevitable.
I don't think people are meaning to be thoughtless, but they just don't realize how loud they become.

I stayed at Yacht Club once and hated hearing the horns from the boats that go to DHS. You can have noisy neighbors at any hotel. You can have inconsiderate people in the hallway at any hotel. But I would not knowingly choose to stay someplace where I had to listen to that horn again.

The one time we stayed in a bungalow, we had the bungalow closest to T&TC. The ferry was quite loud when it was coming in and going out, but you get used to it. Plus it was nice to wave to the ferry riders. Plus, it’s not like they run all night (especially for the foreseeable future with the early closing time of MK).

Have stayed in all but two DVC’s and I think the older escorts have thinner walls. The only resort I heard absolutely nothing was at VGF.

Like @joyjoy, we stayed at Tokelau as well, facing inward (east) on the south side of the building and didnt have any noise issues at all.

Stayed LV Moorea in December. Let me tell you the view and the amount of space FAR outweighed any honk honk from a boat!! Boats are a part of staying in a waterside Disney Resort. If you realize that going in, you make your own adjustments internally or with a noise machine and enjoy!

We stayed in bungalow 17 which was very close to the t&tc at the beginning of the month. While you do hear the horns I don’t think they’re terrible...especially with reduced park hours I don’t think it’s that disrupting to sleep. As far as noise levels in the room I can’t I remember my studio in tokelau being very loud when I stayed there last January. I’ve stayed in all the Dvc resorts in Disney and unfortunately certain things you can’t control. Sometimes I’ve had very loud neighbors. When I stayed at Boardwalk I heard the family’s every move the entire trip I felt like we were staying in one room.

Start using the white noise at home, before you go to Disney, it will help relate this noise to sleep. I get tired as soon as I put it on.
OTOH, I get so excited when I go to Disney, I wake up just to look at the clock to see if it's to early to go out for a walk. My family can sleep. I love the early mornings at sunrise, watching Disney wake up.

We are going to the Poly for our 44th anniversary in January. We are hoping the restaurants will be open. We wanted somewhere on the monorail.

We stayed in Tokelau, and while we didn't hear any noise from the boats, we unfortunately had a room directly adjacent to the exterior staircase. Especially in the poly where the elevators are so small, the stairs got a lot of use. There was a lot of running up and down the stairs at all hours and some yelling to other family members that made it hard to sleep.
