Are pins only given to US residents?

With all this talk about the 40% discount pins im getting curious to know if they are just given out to US residents or is it specific who gets the pins?

I'm in Ireland and I got one

I live in the UK and have not got one ever, even when I asked if they could check back to any previous ones. I have never heard of anyone in the UK getting a pin
