Are non US residents exempt from receiving pin codes or discounts?

I have been reading all the various advice that people have given with regard to maximising your chances of receiving a pin code or discount code and my problem is this .
Because I don't have a US address I can't order a planning dvd that some have suggested doing.
Even though i have priced up several different packages I am never asked to participate in a survey when I'm done.

I know that there are no guarantees of any sort that anything truly works but if anyone has any ideas on what I may be doing wrong or any hints at all to get in with a chance I'd be most grateful.

We live in Canada and recive about 1 pin every month or so, we never have to try. And we order the planning DVD when ever they change it.

Wow a pin a month you sure have a lucky touch. But unlike youselves I cannot order a DVD *** the US disney website will only accept a US or Canadian address.
Maybe if I try on the UK site but I don't know if the apply for everything , order everything, sign up for everything advice is valid for that website.
But hey it's worth a try and if I'm lucky I'm lucky .
