Are FastPasses available on EMH mornings or evenings?

Its totally up to the discretion of the managers at the attractions on any given day.

Not set rule one way or the other.

In Sept of '04 and again in May of '05, I could not get fast passes on either the Early Morning nor Extended Evening Hours at any park.
So I am not expecting to be able to this year either.
