Are dress shorts allowed in California grill?

I hear no shorts of any kind were allowed.

Are they very strict with the dress code?

How should wife and I and 11 year old son dress?

Shorts are absolutely allowed. The only items not allowed to be worn are tank tops (men), bathing attire, caps (men), ragged/torn clothing or anything with offensive graphics/saying on them.
 
Here's the dress code from Disney.com:

Dress Code Guidelines:
Men: Khakis, slacks, jeans, dress shorts, collared shirts. Sport coats are optional.
Ladies: Capris, skirts, dresses, jeans, dress shorts.

NOT permitted in dining room: Tank tops, swimwear, hats for gentleman, cut offs, or torn clothing. While t-shirts are now allowed, the policy remains that t-shirts with offensive language and/or graphics are not acceptable.

. . . Dress shorts are specifically permitted.
 

Your dress shorts will be fine. The restrictions are for things like swimwear, athletic wear, denim cutoffs, baseball caps, and men who don't have sleeves. As you can imagine, many people come straight from MK to eat, so their dress is definitely not coat and tie.
 
When we were there in Sept my DS (20yo) wore khaki cargo shorts and a navy polo and I didn't see anything that would make me think he was dressed inappropriately. I wore a pretty cotton plaid skort and matching tshirt. I am a banker and very sensitive to dress codes and I didn't feel uncomfortable at all.
 
"Dress shorts" can actually mean almost any kind of shorts unless they are torn. We've seen cargo shorts aplenty, denim shorts, "short shorts" a few times, and even grey gym shorts once or twice. Most shorts we see are usually cargo style, or walking shorts style. Those are what I always wear to the parks and to the Signature restaurants.

Same here. I don't go back to my villa to change clothes before heading to Cali Grill for dinner. You will ALWAYS find me in cargo or walking shorts and likely a Disney tshirt. Shoes will be sandals, tennis shoes, or crocs.
