Are Bars Open While in Port at Grand Cayman?

Some people on Celebrity have been noticing that either very few, maybe one, or no bars are open while in port at Grand Cayman. People are theorizing that there are new laws/licensing in place for this year that requires the cruise line to pay a fee to keep each bar open. Anyone notice the bars closing for DCL this year while at Grand Cayman? Thanks

We sailed last week. Just checked my list of charges from grand cayman day and had drinks delivered from currents bar that afternoon while sitting on deck 13.
