Applying Codes ?

Can all rack rate room only reservations through CRO have a code apllied to them or an AP rate apllied to them after they are made? Or does it require a new reservation and cancellation of the old one.

Yes, a CRO reservation can have a discount code applied to it without cancelling and making a new one.
