Not sure if I read right but it looks like on the regular dinning plan. It says kids 3-9 can order an appetizer. I'm guessing this is just somekind of kids appetizer not just any appetizer off the menu?

Yes, it is only at certain restaurants. For example we ate at GF Cafe and the kids could choose from soup or veggies and dip for their appetizer, then main meal and desert

It's only little things. Maybe a cup of soup, small salad, usually carrots/celery. My DD doesn't like raw veggies and we had absolutely no problems getting something else instead (usually prepackaged grapes or applesauce which DD loves). I thought that was awesome and it saved us from wasting a bunch of raw veggies. I personally think it's just to give the kids some food before the rest of the food is ready so they are occupied, which I am totally fine with! LOL
