Apparently intoxicated and on a scooter at Epcot. Thoughts?

We recently returned from the world where we were SHOCKED to see the following...

A woman - in her 50's(?) - on a scooter with a basket on the front. The basket was literally FILLED (at least 10-15) with empty sample cups from the Epcot Food and Wine Festival. The woman was driving in quite an erratic fashion, backing up and going around in circles in a crowd. She nearly "ran over" an unsuspecting couple and then hollered something like "Hey! Get out of my way."

She was apparently "driving" while quite drunk. She appeared to be alone (or her party was pretending not to know her perhaps).

We saw a couple of people mention it to some CMs, so we have to assume that someone did SOMETHING, but we didn't stick around to see (or get run over!)

I don't mean to single her out because she evidently had a disability which required her to use the vehicle. I'm sure other people have a little too much to drink a this Epcot event, but, essentially, she was DRIVING and risking others.

Thoughts?
 
Whether on a scooter, in a power wheelchair or in a car you ahould not drive drunk. My kids always tease me and remind me that drinking and driving is a poor idea. In fact, my oldest is more than willing to push a manual wheelchair if I want to go to PI and drink. And I will take her up on it.
Actually I usually save my rum and diet RC for the room after I am in bed.
 
There was someone last winter in Minneapolis who was picked up for drunk driving in his power wheelchair. I think they tried to fine him for "public drinkeness" or something like that. They tried to charge him first with drunk driving and impounded his wheelchair, but there were protests that was like taking away his legs. (Just kind of an interesting story).

Anyway, driving an ecv or power wheelchair while drunk would be a lot like driving a car when drunk, except that you can't go as fast. I'm surprised that they would continue to serve anyone (walking or driving an ecv) who appeared to be intoxicated.
 

I'm concerned about being a hazard to other guests which is why I'm going to request a GAC to allow me to walk when my pain killer makes me a little loopy. It's a foregone conclusion that I cannot enjoy WDW without pain relief, but I certainly don't want to endanger anyone else. Someone with wheels, even though it's not a car, is so much more dangerous than a pedestrian. In that case I would hope the CMs escorted her out of the park and made sure she had safe transport to her room as any drunkeness is inappropriate whether you walk or ride.
 
I joke I'm the designated driver when out on my scooter. It is a heavy motorized vehicle capable of doing real injury and should be respected as such. I hope the "driver" got home okay and no one got hurt.
