AP Parking, Black Out Dates and First time use?

DH and I are getting APs before our trip next month. We are getting one Premium and one Deluxe. First question is, can we activate it, use it for the first time, on a block out date? I've heard the first day you use it you can but want to be sure. And with the premium pass, will you get free parking the first day, before you get to the park to activate it? I was originally planning on buying hopper tickets and then upgrading to make sure we could all get in the park the first day since it's a block out day but don't want to pay for parking if we are getting a premium.
 
Yes, you can activate it on a block out day, and it's good all day for that day. You can even hop with it.

On your first day, you just pay for parking at the garage. Keep your receipt. Take the receipt with you when you activate your AP, and you'll get reimbursed for it there.

Yes, you can absolutely 100% activate your DAP on a blackout date with no extra fees, and yes, as Bob said, you can hop. I've done it as recently as last April. :) You can also get hoppers and upgrade that day, again, no extra fees and you can hop. If you get the hoppers and upgrade that day you will get credit for your parking fee, if you have the AP voucher you will be reimbursed (according to reports from here) so really, either way you do it you'll be fine. :)

One last question, if I buy a hopper pass at the discounted price of $199 and then upgrade at the park to an AP do I pay the differance from the discounted price, so $300 extra or do I pay the difference from the normal hopper ticket $214, so $285? Just wondering if buying the discounted hopper and upgrading would save a little bit. Thanks

You pay the difference from the discounted price.
 
Yes, at longtimedisneylurker says, you lose your discount when you upgrade. :)
