Can you purchase the PAP at the airports?

My girlfriend is leaving in August and going for 2 weeks. I told her she was better off getting an AP rather than a park hopper. The only part is, they don't include the water parks or disney quest so then I suggested the PAP.

I know the UPH are more expensive so that didn't make sense to get. When going for 14 nights, what would you get?

If she's going to do the Disney parks, water parks, PI, or DQ every day of the 14 then she's better off with the PAP. It becomes more cost effective around the 13th night.

She could always get the FiTS ticket from Paramount. Works the same as a PAP but only for 30 days. Cost is around $313 or so vs. the $500 for the PAP.
