AP Discount & Dining Pkg.

Since Disney has offered the free dining pkg. thru Sept., do you think that they are less likely to offer AP discounts (room only) until Oct.?

My theory is, since they extended the free dining, they obviously didn't fill up the resorts. If they still haven't filled them to their liking by the new date of 6/25, they will probably release AP rates. So, I think we will have to wait now until the end of June for AP rates. Just my theory.
