There are times when no one other than the guests actually staying at a resort can part there. You are not supposed to park at at resort to visit at theme park unless you are a guest at that resort. There are signs posted at the guard shacks that the deluxe resorts (that are very close to the theme parks) cannot provide theme park parking.

I only meant you are not charged to self park if you are a guest at that resort or are, in some way, using the resort amenities such as dining or the spa in which case you would be LEGALLY utilizing a visitor pass
Resort parking should never be considered an option for going to the parks.
