Went back in 2017, and the cast member would just give you a paper fast pass type thing.
I know what the policy is just wondering how they are actually doing it....are they making the non riders wait in a que?

Rider Swap/Rider Switch/Child Swap threads are found here on the Families Board. There are a few on this first page.

Rider swap - there are lots of threads about this but basically whoever is riding gets in line and whoever is riding next presents the magic bands for a digital rider swap at the entrance. Only one digital rider swap per person at a time... once you use one you can get another.

It depends on the height of the non-riders. If they are tall enough to ride, then you will all enter and wait in the queue together. If you're using FP for that ride, everyone (including the non-riders) will need a FP to enter the queue. When you get to boarding, tell the CM you need to perform a swap. One adult will wait to the side with the kid(s) who don't wish to ride (the CM will tell you where) while everyone else rides. When they're done, that adult waits with the kid(s) while the other adult rides.

If you have at least one kid who is too short to ride a particular ride, you will be given a digital rider swap on your magic bands. Everyone (including the too short kid) must go up to the CM at the entrance of the queue. The adult who waits with the too short kid and up to 2 other people can have the rider swap added to their magic band. The first group rides while the adult and too short kid (and any other non-riders) wait outside the line and can do whatever they wish. When the first group returns, those with the rider swap can enter the FP line and ride.
